This is an interstitial arts manifesto, a forever-in-progress video manifesto that is an attempt to define a space that can never be fully defined, but perhaps at best may be rumoured to exist.  It is a project we are doing in conjunction with our (international | independent | interstitial) festival which will take place in our space in Chicago on Feb 29th, 2008!
